QCTO – WHAT DOES IT MEAN FOR YOUR BEE SCORECARD?

The Skills Development pillar (codes series…) contributes up to 20 points (with an additional 5 bonus points) on the overall scorecard. If the investment into the Skills element of the scorecard is not made, it would be very difficult for a Measured Entity to score beyond a level on the BEE scorecard. With the transition of skills programmes to the QCTO by the deadline in June 2024, has your company considered navigating the impact not only of the Skills Development pillar but also of the scorecard as a whole?

Transcend, over the last period, has been assisting our clients in safeguarding their scorecard and preparing for this change by:

  • Assessing the risk to their current skills plan and Skills Development points
  • Developing mitigating strategies to safeguard the Skills Development points
  • Understanding how the change will impact training budgets: potential changes in SETA funding; Section12H tax allowances; cost of QCTO registered skills programmes versus legacy learnerships
  • Understanding what qualifications are, or potentially will be, registered with the QCTO, that are fit for business purpose
  • Assessing the impact of reporting to your SETA during this season of Workplace Skills Plans (“WSP”)

There are still fairly significant grey areas that need to be managed by individual companies and sectors at large.

Questions to consider:

  • How many and what qualifications will be registered with the QCTO by June 2024?
  • Are Training Service providers equipped to manage this change?
  • What skills programmes under the QCTO qualifies as a learnership for the purposes of BEE?

We urge Measured Entities to consider the skills landscape and how it impacts, not only their BEE scorecard, but training needs and talent pipelines.
